EO reactor/heat exchanger 2 sets [EO reactor 1 (2030-R-6101/E-6104), EO reactor 2 (2030-R-6102/ E-6103)].

3. 对投标人的资质要求

Qualification Requirements for Bidder

1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件；

The bidder has a valid business license (domestic bidder)/business license certificate (foreign bidder), and a copy of the corresponding certificate is required;

2) 投标人必须是制造商，本项目不接受代理商投标；

The bidder must be a manufacturer, this project does not accept bids from agents;

3) 投标人具有有效的国家市场监督管理局颁发的特种设备生产许可证（压力容器A1级），需提供证书相应复印件；

The bidder has a valid special equipment manufacturing license (pressure vessel A1) issued by the China Quality Supervision Inspection and Quarantine Bureau, and a corresponding copy of the certificate is required;

4) 投标人2011年1月1日至今（时间以合同签订时间为准），在EO/EG装置中累计至少具有2台环氧乙烷当量大于等于20万吨的EO反应器（其中换热管主材要求为双相钢）的制造业绩。请提供业绩表，并出具销售合同复印件（至少包括及签字页），须能体现装置规模、台数、主要参数以及换热管材质。若投标人投标文件提供的业绩表及所出具的合同不满足上述全部要求，则视为没有业绩；

From January 1, 2011 to the present (the time is subject to the signing of the contract), among the EO/EG plants, the bidder shall have at least 2 manufacturing performances of EO reactors with EO equivalent of more than or equal to 200,000 tons/year (The main material requirement of heat exchange tubes is duplex steel). Please provide a performance table, and issue a copy of the sales contract (at least including home page and signature page), which must reflect the scale of the plant, the number of units, the main parameters and the material of the heat exchange tube. If the performance table provided in the bidding documents and the contract issued by the bidder do not meet all the above requirements, it will be deemed to have no performance;

5) 投标人应当提供投标人开户银行在开标日前三个月内开具的资信证明原件或复印件；

The Bidder shall provide the bank reference letter issued within three 3 months prior to the time of bid opening in original or its copy;

6) 投标人近三年没有不良业绩记录或严重质量问题，否则其投标将被否决（投标人应提供签字或盖章的承诺函，格式自拟）；

The bidder has no bad performance record or serious quality problem in the past three years, otherwise its bid will be rejected (The bidder shall provide a letter of commitment and sign or seal it. The format is self-designed.);

7) 本项目不接受联合体投标。

The consortium will not be accepted.

4. （有兴趣或被邀请）的潜在投标人可于2021年8月18日至2021年8月27日17:00（北京时间）在中化商务有限公司网站（e.sinochemitc.com）购买招标文件，本招标文件售价为2000元人民币或300美元或280欧元，售后不退（邮购须另加100元人民币或20美元或15欧元）。任何未在中化商务有限公司领购招标文件的法人或其他组织均不得参加投标。

Interested or Invited bidders may purchase Bidding Documents at e.sinochemitc.com, from August 18 2021 till August 27, 2021 17:00 (Beijing time), with payment of RMB 2,000.00 or USD 300.00 for each complete set of bidding documents, non-refundable after sale (for mail order, an additional RMB 100.00 or USD 20.00 or EUR 15.00 for each set is requested). Any corporation or organization that has not purchased the bidding documents from Sinochem Commerce Co., Ltd. shall not participate in the bidding.
